As the PR of the GFATM R-7 HIV/AIDS counselling programme, Tata Institute of Social Sciences, is responsible for providing the strategic leadership and direction to the programme. It is accountable to the India Country Coordinating Mechanism (India- CCM) and GFATM for grant management, effective and efficient achievement of programme deliverables.
Programme Governance Structure
Project Steering Committee
Working under the overall framework of the GFATM and the India- CCM, Saksham is guided by a Project Steering Committee which comprises of the three Principal Recipients of GFATM Round - 7: NACO, Indian Nursing Council and TISS and their respective nominees. The Steering Committee is chaired by the Secretary, Department of AIDS Control and Director General, NACO.

Governing Board (GB)
At the programme level, there is a Governing Board comprising of the Vice Chancellors, Registrars and Faculty in Charges of the PR and SRs.
In Phase II, the GB has been expanded to include representation from SSRs. The GB meets once a year to oversee that the programme is managed in the best possible way and to ensure that ethical and financial integrity is maintained in programme delivery.
Project Advisory Committee (PAC)
A Project Advisory Committee consisting of experts from HIV/AIDS, counselling and related fields, provides ongoing technical support and guidance to the programme.
